答：Action作可數（countable）或不可數（uncountable）名詞都可以。但take action的action，一般作不可數名詞用，所以上述那一句的action絕對不必加s。
至於needed字，前面假如加is，句子就應改寫如下：... no further investigative action against Franklin Lam is needed。原句的needed，不是被動語態（passive voice），而是簡單過去式動詞。
一般而言，由於廉署那分聲明是剛剛發表的，新聞報道會用現在式動詞，即no further investigative action needs to be taken against Franklin Lam。另一寫法則是no further investigative action need be taken against Franklin Lam。Need作普通動詞，在否定句之中，其後須用to；作輔助動詞，沒有needs、needed等變體，在否定句之中，其後不用to。謹再舉一例：He does not need to go / He need not go（他不必去）。留意He need not go是指現在或將來的事，不指從前。要說從前，可說He did not need to go。
政府新聞通告那一句，按轉述（indirect speech）寫法，needed用過去式，文法也是沒有錯的。
