答：我不知道那位學院教師所述規則有什麼根據。總而言之，轉述句把直述句的現在式、過去式改為過去式和過去完成式，幾乎一定正確。不過，假如說話人至今未改其說，或所轉述事情至今未變，則用現在式也可以，例如：（1）The police say / said one man was killed in yesterday's accident（警方說，昨天的意外事故之中，有一人死亡）。（2）The police admit / admitted they are / were political tools（警方承認，他們是政治工具）。
