In1457,KingJamesⅡofScotlandbannedfootballandgolf.In1491,ScottishkingJamesⅣissuedthisdecree:"ItisstatuteandordainedthatinnoplaceoftheRealmetherebeusedFute-ball,Golf,orutherunprofitablesports."
Thekingsconsideredfootballandgolfand"uther"sports"unprofitable"becausetheyweredistractingmenfromarcherypractice.Withoutapopulaceoftrainedarchers,neitherEnglandnorScotlandcouldraiseeffectivearmies.
足球和高爾夫球都一度被視為危及國家。一三一四年，英格蘭國王愛德華二世頒布聖旨，禁止踢足球，並下令抓到犯禁者，須重判入獄。後世英國國王也有效法。
一四五七年，蘇格蘭國王詹姆斯二世禁止足球和高爾夫球。一四九一年，蘇格蘭國王詹姆斯四世頒布聖旨說：「法例規定，王國之內，不得從事足球、高爾夫球或其他無益之運動。」
這些國王認為足球、高爾夫球以及其他運動「無益」，是因為國民從事這些運動，將疏於弓矢練習。而國民不習弓矢，英格蘭或蘇格蘭都不可能募集精強的軍隊。
