DuringthewarsbetweenEnglandandtheDutchRepublicinthemid-17thcentury,theDutchsufferedfromalackofcentralcontrol.Withinthe17provincestherewerefiveseparateadmiralties.TheDutchfleetthatsetsailin1665containedasmanyas21admirals,eachvying＊forcommand.ConfusionreignedaftertheyencounteredtheEnglishfleet.Whentheirflagshipblewup,theDutchshipsscatteredandwerepursuedbacktoharbourbytheEnglish.
TheDutchauthoritieswerefurious.Oneadmiralwasthrownintoariverbyanenragedcrowd,whileanumberofotheradmiralswefoundguiltyofcowardiceandincompetence,andsomewereevenshot.
十七世紀中葉，英國和荷蘭共和國屢次交戰，荷蘭的弱點在於缺乏統一指揮，十七個省之間，有五個不相統屬的海軍部。一六六五年，荷蘭艦隊出戰，艦上海軍上將多達二十一人，彼此爭奪指揮權，遇上英國艦隊時，各自為戰，紊亂不堪。他們的旗艦爆炸之後，艦隊就潰不成軍，一路被英軍追逐，敗退回港。
荷蘭當局十分憤怒。一名海軍上將遭盛怒的人群拋入河裏，另一些海軍上將則判了懦怯、不稱職等罪，有些甚至遭槍斃。
