EmperorHirohitobelievedthepeacetermswerereasonable,butPrimeMinisterKantaroSuzukidisagreed.Soon,hewastellingreportersthatJapanmustmokusatsutheAlliedoffer."Mokusatsu"literallymeans"tokillwithsilence",andSuzukilaterclaimedhehadmeant"nocomment".ButtheJapanesenewsagency,Domei,translatedthewordas"ignore".Withthis,thebombingofHiroshimaandNagaskiwasinevitable.
一九四五年夏季，日本每天都受到空襲，死傷甚眾。七月二十六日，盟軍領袖發表波茨坦宣言：「我們呼籲日本政府馬上宣布所有日軍無條件投降，否則日本頓成齏粉。」勸降條件十分寬大，容許日本軍人回國，不必入獄。
裕仁天皇認為和平條件合理，但首相鈴木貫太郎不同意，並隨即跟記者說，日本必須mokusatsu盟軍的提議。Mokusatsu直譯是「以沉默殺卻」，鈴木後來說他的意思是「不予置評」。但日本同盟通信社把這個字譯做「不理會」。於是，廣島、長崎就逃不過轟炸的命運。
