Theskieswerealsoquiet.TheRAFsentbombersoverGermany,buttheydroppedpropagandaleafletsratherthanbombs.WhentheConservativeMPLeoAmerysuggesteddroppingincendiarybombsontheBlackForest,theshockedSecretaryofStateforAirreplied,"Areyouawarethatitisprivateproperty?Why,youwillbeaskingmetobombEssennext!"
Nowonderthatthisphaseofthewarisreferredtoasthephoneywar.
一九三九年九月，德國入侵波蘭，引起第二次世界大戰，但入侵之後，局勢一度頗為平靜，德、法兩軍隔邊境對峙，彼此止於辱罵。有一次，一方向另一方投擲腐爛的馬鈴薯。如此而已。
而天空也很平靜。英國皇家空軍派轟炸機到德國，但投下的不是炸彈，而是傳單。保守黨國會議員利奧．埃默里提議向德國黑森林投燃燒彈，空軍大臣愕然回答：「你知道那是私有土地嗎？噯呀，你下一次恐怕要我轟炸埃森市了！」
難怪這個階段的戰爭稱為「有名無實之戰」。
