In1946,despiteahugepublicoutcry,LucianowasparoledonconditionthathedeparttheUSandreturntoSicily.Areward,perhaps,toamanwhosecontributionthegovernmentcouldnotofficiallyrecognise.
戰爭可以造就不可思議的聯盟。第二次世界大戰期間，美國政府就和歹徒查爾斯．盧恰諾訂立秘密合作協議。盧恰諾生於西西里，後來成為美國公民。當時正在獄中，刑期是三十年。當局要他調動黑手黨，協助防止軸心國的力量滲透美國口岸。一九四三年到四五年，美軍參與義大利戰役，當局又利用盧恰諾和義大利、西西里兩地黑道的關係，搜集情報，務求行軍順利。盧恰諾得到的報酬，是可以在囚室裏繼續經營其罪惡王國，不受干擾。
一九四六年，盧恰諾獲得假釋，條件是必須離開美國，返回西西里，一時舉國譁然。但美國政府既不能正式承認盧恰諾的貢獻，大概也只能這樣投桃報李。
