希特勒要有個義大利傀儡領導德國佔領的北義大利，於是下令發動突擊，救出他這個前盟友。墨索里尼當時被囚在亞平寧山上的大薩索旅館。一九四三年九月十二日，負責營救行動的奧托．斯科茲尼綁架了義大利將領費迪南多．索萊蒂。那天下午，十二架德國滑翔機強行降落大薩索的山坡上。義大利守衞看到索萊蒂將軍和德國突擊隊員一起，就沒有開槍。斯科茲尼告訴墨索里尼說：「首領，我國元首派我來把你釋放。」墨索里尼回答：「我早就知道，我的朋友亞朵夫．希特勒不會棄我於不顧。」
