Japan'smilitaryleadersferventlydesiredtoretaliateagainsttheAmericanmainland.Aftertwoyears'top-secretpreparation,theylaunchedmorethan9000bomb-ladenballoonsagainsttheUnitedStates.Theballoons,designedtocatchthejetstreamforaquickcrossingofthePacific,wereexpectedtocauseforestfiresandpanic.Onlyafewofthem,however,reachedpopulatedareasoftheUnitedStates.TheonlycasualtieswereawomanandfivechildreninOregon.
TheAmericangovernment'sresponsewastocensorallnewsoftheballoonbombs.Astheyhadnoevidenceoftheeffects,theJapanesesoonabandonedtheschemeasineffective.
一九四二年四月，即珍珠港事件四個月之後，美國十六架轟炸機突襲東京，破壞雖然不大，但打擊了日本士氣。
日本軍事領袖銳意向美國大陸報復，經過兩年絕密籌備，朝美國發出九千多個帶炸彈的氣球。這些氣球設計上可乘高空的噴射氣流，迅速飛越太平洋，務求在美國引起森林大火以及恐慌。不過，隨風飄到美國稠人廣眾地區的氣球只有幾個，遇害者也只有俄勒岡州一個婦人和五個孩子。
美國政府的對策，是封鎖氣球彈的所有消息。日本人由於看不見成果，認為氣球彈計劃並不奏效，不久就罷手了。
