十月二十四日《南華早報》社評說：Itisthereforeimportantthattheissuesarefurtherstudied（因此，問題必須進一步探討）。那are字是不是應改為be？
這個are字沒有錯，但改做be也沒有錯。
要表示事情應該怎樣做，英文常在important、essential、necessary、vital、advisable、preferable、eager、anxious、concerned、willing等形容詞以及ask、demand、insist、propose、recommend、request、suggest等動詞之後用that子句（clause），那子句無論是說過去、現在或未來都用原形動詞（infinitive），例如：（1）Iamanxiousthatthepublicbetoldthetruth（我關心的，是真相必須告訴公眾）。（2）Hesuggestedthatwetakeactionatonce（他提議我們馬上行動）。
上述兩句的原形動詞之前，都可以加should字，即shouldbetold、shouldtakeaction等。另一個寫法，是用普通現在式或過去式動詞，而不用「（should+）原形動詞」，例如Iamanxiousthatthepublicistoldthetruth、Hesuggestedthatwetookactionatonce等。這就是《南華早報》社評所用的寫法，語氣較「（should+）原形動詞」隨便。
留意用原形動詞的that子句，假如是否定說法，not之前不可用do字，例如：（1）Iamanxiousthatthepublicnotbetoldthetruth（我認為真相千萬不可以告訴公眾）。（2）Hesuggestedthatwenottakeactionatonce（他提議我們不要馬上行動）。不用do，是因為not之前其實有隱形的should字。
