Germany'scrushingdefeatofFrancein1940wasashatteringblowtoFrenchmorale.ManyblamedthegovernmentforcomplacencyandfornotequippingFrenchtroopswithmodernweaponsofwar.PaulReynaud,whowasbrieflyprimeministerbeforetheGermanoccupationandwasimprisonedbytheGermansuntil1945,recountedthefollowing:“IreceivedapostcardfoundonthebodyofanofficerofGeneralCorap'sarmy,whohadjustcommittedsuicideinLeMansstation.Hewrote,‘IamkillingmyselfMrPresidenttoletyouknowthatallmymenwerebrave,butIcannotsendthemtofighttankswithrifles.’”
一九四○年法軍被德軍大敗，士氣重創，不少人批評政府未能居安思危，也沒有現代武器供應法軍。法國遭德國佔領之前，保羅．雷諾曾短暫出任總理，後來被德軍囚禁至一九四五年。他談到一段故事：「我收到一張明信片，是科拉普將軍麾下一名軍官屍體上找到的，他剛剛在勒芒車站自殺。明信片上寫道：『總統先生：僕今自裁，盼先生明白僕之部下，率皆驍勇，然僕終不能驅之上沙場，以來福槍抗坦克車也。』」
【解說】Complacency也作complacence，指「自滿」，有「不思進取」的貶義，和self-satisfaction差不多，例如：（1）Acomplacentcompanyislikelytobeoutdonebyitscompetitors（公司不思進取，很容易被同行對手超越）。（2）ThoughSARSappearstohavebeencontrolled,thereisnoroomforcomplacencyonthepartofthemedicalprofession（非典型肺炎似乎已受控制，但醫學界還是不能自滿，掉以輕心）。
