公務員事務局長王永平日前致函公務員說：ItistheGovernment'scommitmenttoachievingsignificanteconomyinitsoperatingexpenditure.Againstthisbackground...wehavemadethefollowingprogress.Againstthisbackground和progress可改為Onthisbasis和progresses嗎？
謹先說兩句的意思：「政府正致力大幅節省經營開支。在這情況下，我們的進展如左。」Progress是不可數名詞（uncountablenoun），不可加es；againstthisbackground三字則呼應前文，不宜改為onthisbasis（在這基礎上）。當然，王永平的英文也有錯誤。
Commit和commitment之後，用「to＋原形動詞（infinitive）或「to＋動名詞（gerund）」都可以，例如：（1）Shewascommittedtohelp/helpingthepoor（她致力幫助窮人）。（2）Shereaffirmedhercommitmenttohelp/helpingthepoor（她重申會致力幫助窮人）。
但王永平在ItistheGovernment'scommitment之後用toachieving卻錯了，應改為toachieve。因為toachieve並非和commitment連用，這只要把句子改寫一下就很清楚：Toachievesignificanteconomy...istheGovernment'scommitment。句子主詞（subject）是Toachievesignificanteconomy，但以這樣長的片語（phrase）做主詞，說起來累贅，所以可用It取代，而把片語改置於句末。Todothatisuseless可改寫為Itisuselesstodothat（這樣做沒有用），卻不可改為Itisuselesstodoingthat，正如你不可以說ItistheGovernment'scommitmenttoachieving等等。
