「貴欄說『特別行政區政府』英文應叫theSpecialAdministrativeRegiongovernment，究竟government一字用不用冠詞the？今天政府公函一般都不用；小時候作文寫thegovernment，英文老師也會把the字抹去。」
美國著名科學家愛因斯坦說：Inahealthynationthereisakindofdramaticbalancebetweenthewillofthepeopleandthegovernment（在安康的國度裏，人民和政府的意願必須互相制衡）。一九五二、五六兩年美國總統候選人史蒂文生也說：Governmentcannotbestrongerormoretough-mindedthanitspeople（政府不能比人民權力更大、意志更強）。可見government一字解作「政府」時，用不用the都可以。英文老師不應一律把the字抹去。
《牛津高階英漢雙解詞典》government條下有注說，「政府」英文「常作theGovernment」，然則冠以the是較常見的用法。至於大寫G，從前的確是慣例，但今天西方民權大盛，政府連大寫的「尊嚴」一般都不能保。
此外，假如說明是某某政府，the是不可略去的，例如theBushgovernment（布殊政府）、theNewZealandgovernment（紐西蘭政府）、theKuomintanggovernment（國民黨政府）等，theSARgovernment當然不能例外。
在美國，某某總統的政府往往叫administration，例如：TheBushadministrationisdeterminedtoseizetheIraqioilfields（布殊政府決心奪取伊拉克的油田）。
